e- Tender Notice

Tenders are invited under two bid system for the under mentioned works from eligible L&C Societies enlisted with any of PWD (B&R), CPWD, MES, PUDA, improvement Trusts or any other Punjab Government undertaking. The last date of sale of tender is 18.03.2024 (for the work appearing at Serial No. 1) and 27.02.2024 (for the work appearing at Serial No. 2). Note: The works costing upto Rs. 60.00 lakh (Sr.No. 1 & 2) are only for registered L & C Societies which are enlisted with PWD B&R under new eligibility criteria. In these tenders, (Sr.No. 1 & 2) if no bid received from any L & C Society for any work, then these works will be invited for L&C Societies/Firms/Contractors and the corresponding corrigendum will be displayed on websites https://www.eproc.punjab.gov.in and www.pau.edu before 20.03.2024 (for the work appearing at Serial No. 1) and 28.02.2024 (for the work appearing at Serial No. 2) respectively for their participations. No press notice will be issued separately.

Last date of Submission of tenders: 18.03.2024 upto 11.00 a.m. (for the work appearing at Serial No. 1) and 27.02.2024 upto 11.00 a.m. (for the work appearing at Serial No. 2)

Date of Opening of tenders: (a) Technical Bid: 20.03.2024 at 11.00 a.m. (for the work appearing at Serial No. 1) and 28.02.2024 upto 11.00 a.m. (for the work appearing at Serial No. 2) (in the presence of bidder or their representatives if present)

(b) Financial Bid: Will be opened after the evaluation of Technical Bid (in the presence of eligible/qualified bidder or their representatives if they are present at that time in office of undersigned). The information regarding date and time of opening of financial bid will be displayed on website https://www.eproc.punjab.gov.in

Earnest money: 2% of the tender cost or as applicable.
Tender form fee Rs.1180/- each (Rs. 1000/- + GST @ 18%)

Terms & Conditions:

  1. Conditional/incomplete tenders shall not be accepted.

  2. The detailed notice inviting tenders & other relevant papers relating to the works can be seen at website https://www.eproc.punjab.gov.in or in the office of undersigned on any working day during working hours from 3.00 p.m. to 5.00 p.m.

  3. Interested Bidders can purchase and submit the tender documents through online mode only by paying non-refundable processing fee and tender fee from the web site https://www.eproc.punjab.gov.in.

  4. The tender documents (non-transferable) will be issued on submission of: -

    a. The bidder should have a GST registration number issued by the Excise & Taxation department & TAN/PAN issued by the Income Tax Department.

    b. Copy of proof of enlistment in appropriate class & renewal/validity date.

    c. Copies of certificates regarding satisfying of eligible criteria as per clause No. 6 & 7 whichever is applicable should be attached. No tender form will be accepted without these documents.

    d. The bidder registered with ESI and EPF on the date of quoting the tenders will be eligible for the work. The contribution of the Provident fund/ESI will be made by the executing agency as per the provision of the respective act. The payments will be released to the executing agency after fully satisfying that the executing agency has complied the laws as per the requirements of EPF and ESI.

  5. Earnest money deposited should be online only.

  6. Past experience for the work appearing at serial no. 1.

    i) Average Annual financial turnover during the last 3 years ending 31st March, 2023, should be at least 30% of the estimated cost.

    ii) Experience of having successfully completed similar works during last 7 years ending 31st January, 2024 should be either of the following:-

    a) three similar completed works costing not less than the amount equal to 40% of the estimated cost.

    or

    b) two similar completed works costing not less than the amount equal to 50% of the estimated cost.

    or

    c) one similar completed work costing not less than the amount equal to 80% of the estimated cost.

    iii) Similar works i.e. Repair and Renovation of Building Works / Construction of Building Works (For Sr. No.1).

    Engineering establishment:-

    i) 1 degree holder with 1 year experience or 1 diploma holder with 2 years experience.

  7. Past experience for the work appearing at serial no. 2.

    i) Average Annual financial turnover during the last 3 years ending 31st March, 2023, should be at least 30% of the estimated cost.

    ii)Experience of having successfully completed similar works during last 7 years ending 31st January, 2024 should be either of the following:-

    a) three similar completed works costing not less than the amount equal to 40% of the estimated cost.

    or

    b) two similar completed works costing not less than the amount equal to 50% of the estimated cost.

    or

    c) one similar completed work costing not less than the amount equal to 80% of the estimated cost.

    iii) Similar works i.e. Repair and Renovation of Building Works / Construction of Building Works (For Sr. No.2).

    Engineering establishment: -

    i) 1 diploma holder with 2 years experience or 1 degree holder with 1 year experience.

  8. The bidder will quote “overall percentage on CSR Items estimated cost (including ceiling premium)” & item wise rates on NS items”.

  9. Revision/Amendment of rates of CSR will not be given to executing agency after the date of inviting of tenders of Civil works. The CSR rates taken in the DNIT will be considered as final rates for the works. Any revisions/amendments of rates of CSR after the date of inviting of tenders will not be considered.

  10. 5% security shall be deducted from the running bills. Besides a cash security @ 5% of the total amount of contract deposited with the bid, shall be deposited by the contractor in favour of the Executive Engineer (C-II) as ‘Performance Guarantee’ in form of Bank Guarantee of any Scheduled Bank on prescribed format which must be valid upto 6 months from the completion of the work/time limit; to cover the amount of liquidated damages and/or the compensation of the breach of contract. No payment for work done of any kind shall be released till such Guarantee is furnished.

  11. GST, Income Tax, Labour cess, Water charges and any other taxes which are applicable shall be deducted as per relevant rules.

  12. The Insurance Cover in the joint names of the Engineer and the executing agency, from the Start Date to the end of the Defects Liability Period from the Insurance Company will be submitted in the office of undersigned.

  13. All the contracts with PAU shall require registration of workers under the ‘Regulation of Employment & Conditions of Service Act, 1996’.

  14. The terms & conditions should be clear and unambiguous. Should there be any doubt or obscurity as to the meaning of tender documents, location of site and drawing etc. must be got clarified in regard to such doubt or obscurity before submitting the tender.

  15. The Tender Opening Committee reserves the right to reject any or all the tenders without assigning any reason thereof.

  16. The tender should be valid for 90 days from the date of opening the same.

  17. If the date of opening of tender is declared as Public Holiday, the technical bid/financial bid will be opened on the next working day on the same time, terms & conditions.

  18. Any agency/contractor having three or more than three works of PAU pending for more than two years after original scheduled date of completion will not be eligible to participate in above tenders. On the basis of the performance of the agency/contractor, PAU reserves the right to reject any/all those tenders.

  19. Terms & conditions as contained/mentioned in the tender form shall also be applicable.

  20. The Structural Drawings & design shall be got prepared and vetted by University from the Government/reputed institution i.e. NIT, PEC, Thapar, GNEC, MRS PTU Bathinda etc. (if required). The expenditure incurred shall be deducted from the First Running Bill of the executing agency.

  21. If any bidder does not quote the rate for any item in the tender then it will be presumed that he is willing to execute that item at free of cost.

  22. The L & C Societies should have valid Bank Account Number in the name of concerned Society in any branch of Central Cooperative Bank and valid A/C number & IFSC code must be mentioned in Technical Bid otherwise Tender of concerned L & C Society will be rejected.

  23. The bidder should have a valid email ID, which shall be kept active. In the absence of email ID, the tender may be rejected.

  24. The financial Bids will be opened only for those bidders who are successfully qualified in Technical Bids and fulfill the eligibility criteria as per clause Sr. No. 4.

  25. All the disputes shall be settled within the Ludhiana jurisdiction only.
